There alot of cheap ones out there if you dont need support and apps. I started with jumpline.com and can host 10+ sites with great support and easy interface even templates should u need-I pay $70 a 1/4 but I can host and charge people for a site.
Domains $10.00. They have free 3 months or something like that..hope that helps.

i prefer Host Monster - Web hosting and www.1and1.com, they have some really good prices

sry abby for this, but i suggest Hostmonster.com, because u get unlimited bandwidth, unlimited storage, 999 subdomains, 5000 emails, 999 parked domains, 999 addon domains, 9999 FTP accounts, 999 mailing lists, 100 SQL databases, other free stuff comes with it, but ya great host, only 160 $ (around there) for 2 years and the domain name is free
