You are not going to find any website that will offer you a free www.yoursite.com website. That costs money, theres not way around that. The only free stuff are the ones that are yoursite.ourcompany.com, or www.ourcompany.com/yoursite.

If you are talking about just a program that you run on your compute to create that files that will be uploaded to a websites, heres a list of a few you can download Search results for website builder - Free Software Downloads and Software Reviews - Download.com

All this would be good if he didnt have to get hosting which = payment. Unless he hosts a webserver on his pc. But possibly the best free company for website making is freewebs then just get a free redirect domain name like .tk or .co.nr

Its really hard to find free hosting sites like that especially ones like www.yoursite.com
You have to pay money for those ones...
