I would really appreciate anybody able to show me how to install the mod. I go to my admin/controll page and click mods but Wcs/Wc3 does not show up. Any help would be appreciated very much. Thanks

try going to amxmodx.org and dl it

Use the latest AMXX version and then enable the modules and check the plug-ins.
