Can anyone SEND me how to make REFRESH LOCKED.. Because we have a tournament here.. and all of our enemy have an refresh lock.. can anyone give me a program or whatever to how to make a refresh lock please... and can give me a STEP by STEP how can i use em... PLEASE... ASAP.. THANKS

What?

If you mean how to lock your FPS to the refresh rate of your monitor just enable 'Wait for vertical sync' but if thats not what you mean, making things in capital letters doesn't make it any clearer to us.
