New to CS, need help

what i acually like to do, and what some pro's do, is make a listen server, type in

sv_cheats 1 
bot_dont_shoot 1
mp_limitteams 100
mp_autobalance 0

then just add a crap load of bots, i use this to practice snap shots and no-scoping. it is a great way to get better at getting more headshots. try it out

Do what i do:
1) Turn off auto balance and limitteams
2)load FY_iceworld with 3 bots all on CT on expert
3)join T
4)pick up a weapon and start praticing 1v3 rambo situations

in CSS try to keep moving. don't let them get a clear shot, play people of a higher skill level also play gungame and deathmatch, headshot only servers will really help you. don't buy kevlar and helmet they dont help you much its a waist of money and dont use the **** cannons no skill is really ganned there try getting good at headshots with a more inaccurate gun and the smaller the cross hair the better for the smallest one type in cl_crosshairscale 9999 and hope this helps

No kevlar and helmet? I'm not CAL or anything, but that little $1000 piece of equipment has saved my life hundreds of times. Frankly, it's terribly useful; even if you buy purely kevlar. Though I'm not CAL, so my opinion doesn't count for much but what I said is purely from personal experiences.
