I think it is dependent on your skill.
I like to use the Mp5 and get really often headshots, just because I am skilled at this weapon.
But if you are not specialiced at any weapon, or you will never try/do this whaterver, then I agree to shotguns

IF you ask Me, I got a list.
I usually Use Alot of guns,and get good with them, see their strengths and weaknesses,
and for me. my list is.
Ak (no doubt both ranges, I roll in hs's like nothing with Just 1 Bullet)
famas ( Burst fire it on long range-mid range, a perfect hs no problem, auto up close, might get the kill)
Aug ( That damn Zoom In gets annoying to be killed by, but it has amazing aiming, accuracy and good Headshot Skills)
m4( not your best option But hey, get a Silence headshot, Always fun right? )
Deagle ( You turn the corner fire 1 bullet, hes gone)

Well Thats Only my opinion, Others Could Find other ways to get those Nasty headshots. have fun!

rifle: i would take the m4 over the ak close range if you're new, just because the spray is easier to control
