mouse pads matter?

For me, mouse pads do matter. You can easily control your crosshair with the help of it.
Desk or table surfaces tend to be smooth and your crosshair will move to fast.

Depends on how smooth you like it. I play on a slightly rough surface but when im not using a rough surface i turn the sensitivity down a little. So in conclusion, its up to how comfortable you are.
