HLTV is something that's used for 1.6 when recording matches, etc. It's used by server owners. It is NOT necessary for clients to record themselves (don't complicate yourself).

You do not type: view record demoname. As he typed, the correct command is:

HLTV is something you subscribe to at Valve or Steam, forget about that part.

So, for practice open your CSS game and load as your own server and play some bots.

Now:
1. Open console, "~" key and type record mevsbots
2. Now play a few minutes and open console again and type stop.
3. Now exit your serve, but stay in CSS.
4. Open console and type playdemo mevsbots
5. You can use the demoGUI by hitting shift+F2 keys. now you can review demo in slow motion or whatever you want.

Another way is to dl freeware called FRAPS, google it. This will record 30sec avi files whenever you hit your "trigger" key. This you set-up in the FRAPS menu.
