I may have a solution... that happened to me and i was able to fix it.. get one of your steam friends to join a server(the one you want to go to) then do as you should know how to do.... right click their name then select join game... if that doesnt work.. i dotn know,becasue it should reset it to where you can join servers

Hmm. by the looks of things, you have probably not installed CSS correctly.

I had this, only with one server. I found out later that the server was actually down.

It's hard to believe that every server you clicked on was down.

My guess: Reinstall CSS. Try then. If still not, it might be worth changing your IP Address. Ill show how to below.
If still not, then I would reinstall Steam. If still not, and it worked before, not that long ago, I would try a System Restore.

Now: Changing your IP Address.

This is for Windows XP.

1.) Click Start, and go to Run.
2.) Type in 'cmd' and press enter. (without the quote marks (''))
3.) In this new window that opened, type in 'ipconfig' (again without the quotes)
4.) Then type in 'ipconfig/release' (no quotes)
5.) Finally type in 'ipconfig/renew' (no quotes)

That's a basic tutorial, I may be wrong. That was off the top of my head.

If that fails, I would google something like 'Changing your IP Address'

What if no friends are on, he's pretty stuck then.

I know this is going to sound silly, but are you behind a firewall? Sometimes a firewall can stop you from connecting to servers.
