You need to install a admin plugin (which one depends on what game its for), most have a way to disable certain weapons. You just use that feature to disable them all

There might be a simpler way, but I've never learned one b/c the most I have ever needed to disable was a couple things

From what i know for counter-strike source do this.
Login to control.counter-strike.com to your server
Go to Game Servers
Select Your Servers Ip (if more than one server)
go to Game Mods
Select Mani_Admin_Plugin.
Add to cstrike/cfg/autoexec.cfg

in /cstrike/cfg/mani_admin_plugin that lets you restrict weapons. The file explains how to edit it.
