New server...Plz help

I want to say this is the best website for servers...
ill buy a server soon!

now:

1)Will my server be play able in Non-steam user(because i want it to play with non steam)

2)The payments(i have to pay one time and get my server)

You can disable VAC on your server.

Payments are once a month, if you select the monthly billing cycle.

first vac is a anti cheat from the company and non-steam means a game without having a steam account

second i want 16 slots for my cs 1.6 server with statsx..

I am not sure CS.com has non-Steam servers, I've never asked for one. There don't seem to be enough people playing non-Steam servers or even 1.6 servers in general. Though 1.6 isn't dead it's just not what would be my first choice, and definitely not a non-Steam server.

If I may ask, why non-Steam?
