First of all, there are guides around that will help you make a server for INTERNET connection. If you are going to create using HldsUpdateTool or Steam Dedicated server, then you need the nonsteam pack. Here's a guide to host a dedicated server using HldsUpdateTool: JMember's Blog: Bad reg huh? Create your server using Half-Life Dedicated Server Update Tool!
If you want it nonsteam, follow this guide after you install HldsUpdateTool: JMember's Blog: Enable protocol 47 and 48 (Steam and NonSteam) If you are paying for a server in Counter-Strike.com and they allow you to upload files, then you should upload the nonsteam pack to Counter-Strike.com so that you can have Steam/Nonsteam players in the same server. The pack for Steam/Nonsteam server: JMember's Blog: Enable protocol 47 and 48 (Steam and NonSteam) Hosting a server through nonsteam can be considered as an option. But for better gameplay, you should host Steam based server (HldsUpdateTool if possible) to get more reg. Need more info? pm me
