thinking about using this for my clans server but i have 2 questions

1. what isp do you use for London servers
2. can i use sourcetv at no additional cost if i buy an extra slot for it ?

I don't know about #1 but I'll give you a boost by responding to #2 based on my personal experience. I have used SourceTV several times on my server and I've never paid for it. All I had to do was enable SourceTV. However, to make sure, if you send an email, please ask that question on there also.

If you need a response quickly to your question (they're busy people

), you can try sending an email to: helpdesk@counter-strike.com. From what I know, they reply to those as fast as they reply to the Control Panel support tickets.
