I'm sort of concerned about this, because I'm looking to build a harbor-based downtown skyline, and putting you on the other side of a river from the downtown area, and more around an industrial zone. Would you be able to put water as a floor texture in your skybox area, as opposed to just sky all the way around on the sky_camera view? The tutorials show to use all six brushes as toolsskybox, but I thought water would've worked somewhere, as well as building brushes.

Why not just have a block of water? Then you can use the floor of your map, what is the base of the map that could be a skybox texture, as the bottom of the river and set that texture to a rocky or sandy base.
And since you're going to ask... here's a tutorial for water in SDK HAmmer for a CS:S map.

Ahh, okay... Thanks. Needed that harbor look to the background, so that way T Spawn will look like they just got off a boat, and invading a city, and the CT Spawn would probably be just outside of the police station, and ready to rush into combat (like a SWAT team). Something like that would probably bring CSS to a whole new level. More like a modern-day Piranesi that takes place in an actual industrial city (fictional city, of course, but rather realistic looking).

Well, the story behind the map is based in City 17 (yes, CS may as well be based in the same area where Gordon and Barney, and all the rest spent their time), in the heart of the city's Financial District, where Black Mesa's assets and investments are stored. In G-Man's desperate attempts to force Black Mesa into bankruptcy, he sent in a demolition squad (terrorists) to blow up their finances stored on the top floor of an office building. Alternatively, G-Man found out that Barney was on vacation, and the apartment is another place where he could blow up, so Barney doesn't have a home to go back to (his apartment is only a block or two away from the office building). Little did the G-Man know that Barney hired a SWAT force (Counter-Terrorists) to patrol the district when he was away. Looks like it's going to be quite a heated battle to rid these yo-yo terrorists from trying to destroy the company's finances. Seems like a good mission for CS, imo, since the game IS based off of HL2.

CS isn't really based anywhere. I was actually going to remake all of H-L 1 ond 2 in a CS:S map set, but I haven't started.
