You do have to add stuff to that server.cfg I provided, like a server name and RCON password. You'll also have to put in your own configs.

I am only install counter strike source and then install mani admin plugin and when add addons / mani_admin_plugin / bin / mani_admin_plugin_mm in metaplugins I can not start the server.

Are you entering spaces in the "addons\mani_admin_plugin\bin\mani_admin_plugin_mm " code? If so, don't.
