There is a command that allows the admin to make a play say something in game chat.
ex.
Admin- zetapunk
Player on the server- Job

zeta- puts a command in console and tells Job to say "blah blah"
Job- says Blah Blah.

the command is ma_cexec but it can not be used anymore because valves update blocked it. you cant execute commands on players

Thanks man. I've been looking for this command SO LONG. and now i found it and it doesnt matter. this story is sad.

You could change the things people say in 'Gimp' mode and then make the person a gimp.. but that would mean you wouldn't be able to come up with things on the spot.

Oh well, just a thought.
