Bans Don't Work

Hello everyone. I have a problem with my bans. When I goto ban someone, nothing happens. It says the user has been kicked and banned when in reality they are still on the server all fine and dandy. This is for both Steam ID bans and IP bans. I tested it on my friends to make sure it wasn't some type of hack and they stay on the server as well. I have checked many settings and still am at a loss. Here are some things I have:

-I have made sure that banner_user.cfg and banned_ip.cfg are not read only.
-I have added the following lines to my server.cfg
exec banned_user.cfg
exec banned_ip.cfg
writeid
writeip

If anyone has any insight it would be greatly appreciated.

After much trial and error, I have solved this problem. For future reference: To fix this problem just reconfigure your server.cfg file. It seems that there is a line in there that conflicts with the ban system. So just rewrite your server.cfg or start with a new one and the bans should work.
