Need help with Slaying

My friend was able to make himself unslayable using a mani admin plugin and i have been searching but i havent been able to find it, can you guys help me out and let me know if you know the command?

Ok here you go i take it he has admin to yes. thype these commands in console

rcon_password "pass here"
rcon ma_client status
now find your mates name in there if it is set out like Client_1, Client_2 find out the steam id's by "rcon ma_client Client_1 status" that would show the information about that admin.
find out wich one matches his steam id. if that was say Client_6 the the last command would be this
rcon ma_client setiflag Client_6 -#

i no that is hard to understand and i admit i didn't exactly word it the right way but i hope it helps

umm its not really that he was unable to be slayed....its more or less he didnt have cl_restrict_server_commands 0 in console....how do i know because when an admin starts slaying i turn it to 1 and they cant slay me ..... and hackers with catalyst, wireframe walls, etc... cant be slayed either
