How would i go about joining a team to play in a low skill level league like cal-o (i guess)??

You could look in the recruitment section of the forums here. That or CAL has a recruitment forum itself for all divisions. You should look into that!

Start pubbing, get noticed in some pubs, ask some teams/clans if they are going CAL or any other league, join them. It's a good way to start if you've never been in any leagues.
