You need to join (or indeed create) a team which has successfully applied and been accepted into the CAL before you can play in the league. Go to their website for more information.
I would have thought many teams play in leagues which aren't as high profile, such as Enemy Down or The SGL before they go for the CAL, but maybe that's just me thinking old style. I haven't done clanning in a long while.

Basically it's not just something you can just jump into. Join a team who are in the league, or join a team who are working their way up.

The teams have to have certain amount of members, and most of witch are very high skilled.
