Can't in CS:S, yet, but there is a config you add to your 1.6 server.cfg file that plays the song you tell it to. I don't have the command as I don't have 1.6 server.cfg files anymore, I moved to CS:S. If you look on the Steam Forums it's in there, do a search for it, look specifically in the 1.6 sections. I'll look to here later when I'm home.
