im new to cs source could some body please tell me the command to restart the server
or tell me how to restart the server?

If you are renting the server then you can go to your hosts server control panel and restart it there. sv_restartround "#" will restart the rounds. I don't remember the restart command to reset the server thru console as I just reload the map with the change map command or do it thru the server control panel. It's been a while shince I had to use console now that I have everything binded or set up in the config files.

to restart a server using console, i think the commands are:

rcon_password yourpass
rcon quit

it depends. Do you want to restart the round, or restart hlds?
i actually don't play source, im a 1.6er.
but still, i think the quit command might work
because some servers auto restart once they are shut down
so if you rcon the quit command, what that does is boots everybody off the server with the message server is shutting down, then the server automatically starts up again (this doesn't depend on the command. This depends on the host service) and all the players auto-reconnect.

If you are simply looking to restart the round;
conosle (~)
sv_restart 1
or i guess with source its sv_restartround 1
