Where do you configure the server file that pops up things throughout the game for short periods of time (like the counter-strike.com advert, etc)?

Like I have been to a server that occasionally pops up a message telling the Ts not to camp in the UV on Assault. How do I do that?

This can be done through Mani by editing your "adverts.txt" file in the "/cstrike/cfg/mani_admin_plugin/" directory.
