Tickrate, FPS Boost, Etc.

Ok, so I can get my server up and all, but I can't seem to figure out how to control the tickrate & FPS when I start it up.

I have a dedicated server that I am using and I control it on remote desktop.

What do I need to do?

EDIT: By the way, Neither mods are working: Meta & Zombiemod
both latest.

EDIT2: Just tried starting it up, too many zm models problem. Gonna get that fixed then i will update you.

EDIT3: Fixed the too many models, but now it says Metamod:Source is not a Valve Server Plugin. Whaaat?

EDIT4: Sorry for all the edits.. Another thing, They still aren't working ingame. Mani doesn't work and zombiemod doesn't work. I type admin in console, it says it's unknown.
