My server

Hello, i have a problem. when i start my problem and joining it, i tell other to join it to play 1 v or something. but this say that the server is not responing, and i know i need to "open" the server. but i dont know how, i have tried "sv_lan 0" and my "network is set on internet" what do i do to open it ?
