Internal ip dedicated server problem

Ok so heres the thing,

I have followed instructions on this website on how to create a cs1.6 server.

I got stuck only on bit with creating shortcut. Everytime i created a shortcut and set -console -game cstrike -pingboost 3 +sys_ticrate 1000 +heapsize 250000 -port 27015 -autoupdate +secure +sport 27014 +ip IP +maxplayers no. player +map de_dust2 as a target i got an error saying couldnt allocate server ip port 21075 . I tried other ip ports 21111 etc.

I decided to skip the shortcut part and i ran hlds.exe i created a server my ip server ip address is 192.168.0.3:27015 which is wrong i think cause every server ip is xxx.xx.xxx.xx:2xxx.
When i wanted to connect to my server i added it to my favourites and it worked fine but none of my friends can connect to it and i cant find my server in steam internet servers;/.

My router is netgear dg834gt my connection is 8mb/s my ip is 192.168.0.3 my external is 90.204.84.146
hardware is good enaugh.

KK sorry for double posting i know my external address now is 90.210.151.32. I portfowarded 17015 and i created a server how do i make it so it has my external ip 90.210.151.32. ?! when i run hlds it automaticly has 192.168.0.1 and i tried giving this address ip to my friend 90.210.151.32.:27015 but he couldnt connect why ?!
