How do I add my website banner and in game messages?

Hello, I was hoping one of you kind people could tell me how I go about adding my websites banner to the start page of our new game server? I want to have it so that when a person joins our server, it shows our banner and a link to our site.

Also, how do I add messages in game that say "Go to TheUSR.com to join our clan"? I did some searching on this forum about it and didn't see anything about the banner, but I did find some info on the messages, so I'll try that.
