Default Need help, couldn't allocate port?

OK look, I set everything up, I could go on my own server through 192.168.1.4:27015, but I'd like others (12p serv for friends..) to go on this server. I use console to start it up, if I put in +ip xxx.xxx.etc in the command line it gives the message 'Couldn't allocate server ip port 27015' If i don't specify the IP it starts up with 192.168.1.4:27015 and works fine.
Help please?

Also make sure you're putting in the right IP (not localhost / 127.0.0.1). myIPaddress.com: What is my IP address? How do I find my IP address? and use that one.
