i know there are threads but i never did it b4 and need like real bad help

i have dedicated server
im making a cs 1.6 server
i made it but
no1 can join i cant evan join

then i neeed help with admin tools and stuff like that

ok i can join it and others can to now but how do igive ppl admin and stuff?
how do i ban/kick/start votes?
