Default Fps

We just got a CS:S server from C-S.com and the FPS as shown by typing "stats" in HLSW console is showing from 93-167 without any players or bots. When I switched it to 66tick the FPS stayed the same. We are currently renting another Windows CS:S server from a competitor. The FPS on that server (66tick) is running right around 509-512 with 17 players.

Also, we just got rid of a 28 slot LINUX CS:S server thinking these servers at C-S.com sounded alot better. The FPS we were getting on that server (66 tick settings the same as below) was 327-340, averaging around 333 - these numbers are for an empty or nearly empty server.

Now, granted, we have not had our C-S.com server full yet to test performance, but can anyone explain why there is such a huge discrepancy between these two?

Note: 66 tick FPS was tested with these settings on both servers:
  • sv_maxrate 20000
    sv_minrate 4000
    sv_maxupdaterate 66
    fps_max 600

100 tick FPS settings were the default C-S.com settings. Our other Windows server was rented as a 66tick server and we cannot change it to test the FPS at 100tick.

I forgot to mention that on the LINUX server the FPS was aroun 100-130 until I set the cvars for 66 tick as mentoned above. THEN it jumped to 333 or so.
