Tick rate? - Ping Boost? - FPS Boost?

I am starting a game server provider very soon. I have googled and read the "counter-strike"dot"com/tickrate.php" page on this site, but its not enough help. On the page, I see that people can change "sv_maxrate" "sv_maxupdaterate" and "fps_max". What are these settings and how much trouble can they cause me? I know about "sv_maxrate" and how it is changeable in many games, but I don't understand why or how to prevent it from being changed "server command line?".

What are these settings, what settings are recommended, who can change them "if clients, how do I prevent"?

Those commands are server side and will allow the user to get max prformance out of the server and their home machine. The only trouble you'll have is if you have low end servers and try to max out the setting. You'll need high end servers as well as high bandwidth internet and very high speed. Be ready for a start up cost well over 100k for hardware.
