plz help with server messages

hi i dont know wats it called but like i want to add these messages that pop up in my server about once a while... that says sumthing to everyone on server i dont know how to do this and im srry if i cant explain it .... plz help
im like on sum servers with it and its green in the chat and then on the top left corner its there too but red and then it pops up again like every 5 mins

What you are referring to are adverts.

1- Go to directory: /cstrike/cfg/mani_admin_plugin
2- Find adverts.txt and click to edit it then type whatever you want in there.
3- Save it and change map.

If you have mani admin plugin installed of course.

And instead of changing map you could just type this in your game console

ma_rcon exec mani_server.cfg

or directly in the server console:

exec mani_server.cfg
