I think i need to use the console because when i tried using this program for adding admins to a server, it only worked for my friend. I tried using my Steam ID and IP and they both did not work.

Well you'll have to have ManiAdmin as that's the only one that'll do it... see this post! Next time do a search or look at the other sections, it was plain as day under ManiAdmin in the Half-Life 2 Mods & Plugins section.
