Steam Wont Finish updating

hi all, i download a copy of steam, i have three games on cs, cscz, and cs source, it always gets to 28% then restarts after three trys it says"Steam is busy or something like that and yea. so i cant play my steam games. ive reinstalled my pc 2 times and its still the same, my pc specs

hmm mine got stuck on 49 at one time but i just restarted my pc and it worked
