Help! Can't play CSS!

Hey guys just posting this for a friend his counter strike source account is not working for him.
This is the error he gets.

was it working before? as in did he used to play, then just randomly it stopped working?
or was it like that from the start?

is his connection firewalled or anything?

as much info posted about his connection, pc, etc would be very helpful
