This seems to be a foreign host, Russian maybe. If they are a Counter Strike host they sure are hiding it. To me they look like nothing more than a web host and thus you won't be able to host a server. The only time you can host a CS server on a web host is if you buy the entire box. That ranges from about $300 to $2000 a month, much higher than just renting from a server host, and the tech support isn't there.

What country are you in?
