i change the resolution to 1200x1600 and my screen cant play the counter.
Can i reset settings out of game.

yeah you can. Go to Steam -> Games -> Counter-Strike -> Properties -> Set launch options:
-w 640

I think that removing config.cfg should work (not sure)
