some weird mouse aim delay lag in cs

well this is really weird and it's always happened to me and made it difficult to play cs, i think it has something to do with steam because when i played the NON-steam version of cs it never did this, then recently i bought cs off steam and now this is occuring, it's been happening since the first time i bought cs in 06' then i was banned, then i rebought it the start of this year and it still does it, i think it has something to do with steam.

when i look around with the mouse, the cross hair freezes a few times every split second. so its
hard for me to look around, its incredibly difficult playing the surf maps becuase i cant look around properly.

BTW, i think it may be the choke because when the aim freezes i get like 1-3 choke.

any ideas?

my computer is way past the reccomended requirements of cs, but i think the lag is from steam..
