how to install a spraypaint image without steam

Hi ,
I have cs 1.6 installed but have not installed Steam on my pc ....i wanted to kno whow i can install a custom spraypaint image without steam.....most opf the threads that i have read say to go to the steam folder and navigate to the respective folder and paste your custom .wad image there ...but in my case i have installed 1.6 which i downloaded from LAN through my local connection and play on LAN without Steam...
Is there any way to install a spraypaint image without steam ???? Pls help I tried creating a .wad file and pasting it in the Valve/Logos folder of the insalled CS folder....but i get an error everytime i select the spray image...

well u navigate to STEAM folder.. and than to the cstrike folder (which is Counterstrike 1.6)... and there you paste your tempdecal.wad

but u have to go in the cs folder.. and the cs folder happens to be in the steam fodler

It's really simple to upload a spray just find your counter strike folder find your image save it to your desktop and drag it into your cs folder it's really as easy as that but im leaving out details
