Steam Lag, PLEASE help.

Ok so i just got cs 1.6 and cz yesterday so I could play with my friends who live 2 miles away. So I have an ok computer with 1GB Ram and like 100 GB memory still. So I installed it and right on the main screen where it says Find Servers I click it and I lag. I hear the click sound like 10 times then the Green box appears and i hear that sound like 10 times. Then everything is really slow when i click something it takes 10 seconds to work. So when I join in a game it takes forever... It takes usually 3 times to choose CT and then a person and while im doing that sounds from the game are repeating and its verrryyy annoying. It'll be like counter counter counter counter counter win win win win win and such. Then when i get in game with all my friends who live very close they all have 13 ping and im 100-400 spikeing. Everything is very laggy and I get like choppy game play. I cant even kill one person cause even the crosshairs lag and such. I play soldier front which is similar and I dont lag at all. Can someone please just look into this for me and help me out.
