Sound and Music

I actually have two questions about Counter-Strike 1.6... so.... anyway, here goes

1. How do you set it up so when you play music in Counter-Strike, you can make it so the whole server hears it? I've seen people do it before. It's almost like they hold their mics next to their speakers, but I'm sure that is not how they are doing it

2. Sometimes when I minimize my game, when I unminimize it, my sound... lags. Somebody will shoot, and I won't hear the shot for another second or two. My computer is fairly new, about 3 years old, maybe 4 at the most, and when I got it the sound card and video card and stuff was top of the line. It can play cs:s and games much more demanding than cs. Anyway, my point is that my computer SHOULDN'T have lagging sound like that, but it does for some reason. If somebody could tell me how to fix that... that would be greeeattt... mmmkay.

1. I think that's called HLSS. I did that before. Do a google on hlss.

2. I can't explain that one, it also happens to me don't know why.
