How come when i am in the server listing, the server appears under LAN and why is it not responding ??

after all u have done thanxbut i need a little help i am not behind a firewall and not using a router either so so why this message pop ups when i try to run the HLDS>EXE couldnt allocate dedicated server ip port 27015
