Assuming if you did a default install for your STEAM platform
C:\Program Files\Valve\Steam\SteamApps\{accountnamehere}\Coun ter-Strike 1.6\ it could be there or in the \cstrike\ directory as well |

I have no idea what a steam platform is but if it's the main download then yes I didnt do a custom download I did default. I've gone in program files and it doesn't have valve there. I'll try downloading steam again.
