Odd recoil problem

I just got a new computer, and now everything is fine in cs except for when i spary. The 2-3 shot burts are fine but when i spray it feels extremely laggy. There is no fps or ms drop and it even happens on servers where my ping is under 50 constant. My spraying has really gone out the window compared to the last few years and ive tried several things including: Updating my vid card drivers, and tweaking my config but nothing seems to work, any ideas?
