FPS in counter-strike 1.6

Hey mabye you guys have delt with this stuff before yourself but here is my deal. I found my picture and lagg was getting little annyoying so i found my freind to help with "fps" (frames per second) and now ever since i have tried fps_max 101, fps_modem 101 and graphing and everything. Now when i should be getting 90-100fps im getting 1-30!. I cant play like this! every 5 seconds im down to like 4fps and i lagg like crazy.

PLEASE HELP ME FIX MY FRAMES PER SECOND UP TO AT LEAST 70-101!

Ok, First of all.
FPS is based off of your Graphics Card.
You have a dell, and so i would guess you have a 16 bit integrated.
Which is stock. So instead of trying to get 100 fos, (which your not i have a ATI Radeon 9200 and i barely get 99 flat.)
So instead before i got my card do this.
fps_max 75 (you will get 75 flat)
cl_cmdrate 101
cl_updaterate 101
rate 25000

those are perfect right there.
