Cs1.6 lags xp/vista dual boot

Hi!
i have a problem with high ping.
I just few days ago installed xp to my computer with my vista and now i got both of them using dual boot..
so when i play counter strike 1.6 my ping wont go under 120!!
usually its 200-300 or more.. with vista my ping is around 40-50 but i dont like vista , got driver problems and some normal problems with cs and such(not going on that now..)
I have no network problems with my xp. everything else works perfectly fine except cs.... or actually cs when in server.. all stuff i need to download to enter server downloads full speed and my fps is 80 on the lowest..(this means a very much people and few smoke grenades under me :P)
i have tried uninstalling cs and reinstalling with my xp.. didnt help...
if anyone knows what could be causing this annoying problem and know how to fix it , i would appreciate if you would tell me.

Did you install CS on both OS's or are you using the same set of files for both?

atm i have it only installed to xp but i play only with xp.

problem solved. i reinstalled (didnt help) and changed some stuff in alot of steam related things :P
no lag anymore!!
