Unhappy A Wierd Lag

Hello everyone,
Recently I've got a new computer, a good one with OS Windows XP 64 bit and I have a wierd lag when I play cs 1.6 .
In intervals of 15-20 sec I've got stuck and shaking for few seconds, then all comes back to normal. The lag comes only when I play online. I typed the command net_graph 1 in the console to see what's going on and saw that when the lag arrives the IN drops from around 50 K/S to 20 K/S, the OUT stays the same (I dont have any idea what these numbers mean). Another strange thing is that when I type the command developer 1 in the console the lag disappears, but I dont want to play with a developer on. Can anybody explain me the information which is given by net_graph 1 command and if it means something?
I didn't have this problem on my old computer.
I also recorded a demo where this bug can be seen, but I don't reached 10 posts yet to put the link here...
Please help me fix this.

Are you using a router? Does this happen in every server?

Yes, I'm using a router and yes, this happen in every server. On the old computer I had the same router, but this lag had never happened.

Can someone please explain me what does the command net_graph 1 shows? Except for FPS I don't have an idea what it shows, what are In and Out and what are these running lines in the bottom? Maybe that's the key...
