need help with the updating

Hello.

i got a problem, i cant update my steam.
i reinstalled it several times already and it didnt helped me, some adviced me to delete file that called ClientRegistry.blob from steam folder and try update again, so it starts to update and reaches up to 15% or something like that and freeze again.

notice that i am playing from israel, and that problem common to players that connected from the same one provider only.

what can i do ????
