How to upload new tags?

How do you upload tags other than the ones you start with? I sometimes see tags that say the users name. How do I get this?

if ur talking about Spray u gotta download a Wad converter get ur Picture convert it to a wad then name it tempdecal.wad and then make it read only in propeties and then put in in My computer (C Program files , Steam ,(Account name) , Game and place it in there it says u want to overwrite one say yes
