Server all set but not shown and admin issuse and plugins

hi guys
I have finally started my own server but the issue is i cant find it when i search it.the first time i started my server it could be seen..i changed the name,rcon password,map and different settings and now i cannot find it.how can i resolve this issue.and yes i cant go to my server from adding server ip address but if i refresh the servers i cannot see it

That's the 1st issue ,now the second thing is how to become the admin of my own sever.i have made the current change in the czero/addons/amxmodx/config/user.in

That's my 2nd issue ,my third issue is plugins
i have downloaded couple of plugins from amxmod.org .i downloaded for eg."cut the right wire.sma" and then placed them in my
czero/addons/amxmodx/scripting/ and then i runned my compile.exe.
then i got a folder compiled in czero/addons/amxmodx/scripting/compiled
from there i removed the plugin and placed them in czero/addons/amxmodx/plugins/

so the procedure is used is correct or what?

Are you hosting with Steam or NonSteam HLDS?

Does AMXX work for CZ? I didn't know that :P
There are examples on how it should look like:

And you don't need the semicolon, because if you have the semicolon ( then that line will be ignored when read by amxx.

well it's a steam based and then i downloaded the bproto file and made it both ways working.
something like that.i got help from one of my friends.well the server now can be seen but how do i keep
it for only sv_region 4..because if i type sv_region in the console it comes sv_region 255

okies no semicolon.fine i shall check into this.

You mean that you set sv_region to 4 and immediately typing sv_region will show 255?
Or is this just whenever you open your server?

whenever i open my server it comes like that.and the minitue i type sv_region 4 in the server.cfg then i cant even see my server ..

This means that you need sv_regin 255 to have your server listed. Well, at least I think so.

okise understood..but i still cant b the admin of my server..what can i do ?
i even installed plugins ..but non work
and when i type amx_plugins in console when i start the game it says "you have no access to that command"
well i even removed the so called ; from the user.in but still doesnt really help me it seems...however i aint sure about the stream id i have put..i have put some random used steam id since i have no clue how to get it.i even tried in console to put the command and now i forgot which command i have actually put ..so can u help me out in matter of becoming admin of my server and making the plugins works..
